In addition to your comments, isn't the survey design a little weird? It implies (and the text accompanying the survey announcement directly states) that the two statements are opposites, instead of questions of context and definition. It's like asking someone to agree with only one of two statements: (a) "Is water critical to the healthy operation of a human body?" and (b) "Is water a dangerous substance that poses significant risk of drowning?" Ask someone right from the gym, and (a) will spring to mind; ask someone who was just in a boat accident, and (b) is more likely. I'm not sure that the survey tells you as much about the public as it does about its designers.
